This includes comprehensive understanding of these models and funding source requirements, networking with other service providers in the community, recruiting families and providing services (to include assessment, planning, developmental screening, referrals, and education), supervising lead and direct staff, recruiting and supervising interns and volunteers, and assisting with securing new funding sources.
Responsibilities: Responsibilities for Parents As Teachers (PAT) and ECEAP/Early ECEAP Develop a strong understanding of the program models and contract requirements.
Ensure staff are following those requirements.
Become proficient at data entry and pulling reports for data bases systems: Visit Tracker and ELMS.
Monitor enrollment levels for both programs, as required in their contracts.
Work with Program Manager and the Leads to ensure that enrollment meets contract requirements.
Create and administer recruitment plans for the programs in collaboration with the Leads and the Program Manager.
Provide direct supervision for the Parent Educator Regional Leads and the ECEAP/Early ECEAP Family Support Lead (the Leads).
Provide reflective and administrative supervision and document that supervision.
Ensure that supervisees have an efficient and comprehensive record keeping system that facilitates accurate and timely completion submission, filing and retrieval of essential documents.
Onboarding any newly hired Leads.
Provide coaching and mentoring regarding any issues of performance that arise for either the Leads or home visiting staff.
Monitor professional development and ensure Leads participate in any mandatory or important trainings.
Support and monitor Leads with the following: Onboarding newly hired home visitors Quality assurance File reviews Visit Observations Ensure home visitors complete the Core Competencies Self-Assessment each year.
Professional development tracking.
Reflective and administrative supervision for each home visitor.
Hiring Complete position requirements for any open or newly created positions on the home visiting team.
Review applications.

Maintain an effective system of internal communication strategies.
This includes the use of email, cell phones, iPad, Teams (video conferences and chat) and Zoom.
Work in conjunction with the Leads and the PM to create staff meeting and staff retreat agendas.
Participate in the local early learning coalitions and sub-committees.
Create and maintain quality assurance documents that track ongoing contract and model compliance/fidelity.
Provide documents to stakeholders when needed.
Assist Program Manager with tracking and ordering of program supplies and office supplies.
In collaboration with the Program Manager and Leads, regularly review and as necessary, update the affiliate Policy and Procedures.
Ensure that all home visitors are following the Policy and Procedures for their program and the agency.
Participate in and/or facilitate community events as needed for recruitment into both the PAT and ECEAP/Early ECEAP programs.
Provide administrative support for ASQ online.
Represent the agency in a professional manner within the community.
Responsibilities for Parents As Teachers Program (PAT) Travel to counties served by the PAT program and meet with staff in person on regular basis Collaborate with PM and Leads regarding the PAT Quality Endorsement and Improvement Process (QEIP).
Have a working understanding of the PAT budget and how it impacts other elements of contract management and model fidelity.
Ensure that all Group Connections are planned in advance and have quality facilitation.
Track and ensure completion of all documentation associated with Group Connections.
Develop agenda for and administer advisory committee meetings in collaboration with the Program Manager.
Review relevant reports, monthly, to ensure the affiliate is meeting both model and contractor requirements.
Work in cooperation with the Leads and PM to development and implement an annual CQI plan.
Collaborate with the PM on the development and implementation of a service delivery manual.
Attend any state-wide meetings that are required as part of the PAT contract.
Ensure staff complete Foundations 2 training within 6 months of hire.
Complete all PAT curriculum renewals.
Responsibilities for the ECEAP/Early ECEAP Programs Have a strong understanding of the ECEAP/Early ECEAP contract and all elements that are relevant to and impact the Family Support Services staff.
Oversee the administration of ECEAP Policy Council Meetings in collaboration with the ECEAP/Early ECEAP FSS Lead.
Participate in any relevant and mandatory local and state-wide meetings regarding the administration of the ECEAP programs.
Work in collaboration with the Lead to administer site visits.
Administer time studies, in collaboration with the Lead and the PM, as needed.

Three years’ experience working with parents and young children, with Bachelor’s degree.
Five years’ experience working with parents and young children, with an Associate’s degree.
