This position is located on a Forest Service Job Corps Civilian Conservation Center.
The incumbent is responsible for performing duties as an Automotive Instructor for the vocation skills training program, as well as performing a variety of repair and maintenance duties for the Center fleet vehicles and equipment.
The incumbent must spend at least 85% of the time leading subordinates.
The incumbent assists students, peers, and subordinates in understanding the relevance of, and promotes the development of positive social skills among students through modeling appropriate behavior, positive intervention, and positively intervening and teaching appropriate employability skills for workplace success.
Participates in the Center Behavioral Management System (BMS) and/or the Student Code of Conduct (SCC) program as necessary to insure proper workplace conduct, appearance and behavior.
Sets a positive example as a role model to students by displaying appropriate etiquette, timeliness, and dress.
This position requires the selectee to obtain or possess a Commercial Driver's License (CDL) with the appropriate Endorsement(s) as required by the mission.
Requires ASE certification in Auto Maintenance & Light Repair, Suspension & Steering, Brakes and Electrical/Electronics Systems.
This position is a Test Designated Position (TDP) under the Forest Service/Department of Transportation (DOT) Alcohol and Controlled Substances Testing Program.
All applicants selected for this position will be required to submit to a pre-employment urinalysis to screen for illegal drug use prior to appointment.
Incumbents of this position will be required to submit to a urinalysis on an ongoing random basis, after appointment as directed.
MAJOR DUTIES Services, maintains, and periodically inspects the Center fleet vehicles and equipment.
The work involves making adjustments on engine and vehicle components and systems.
Incumbent cleans repairs or replaces defective parts such as sensors, water pumps, spark plugs, brake shoes, mufflers, radiator caps, condensers, engine gaskets, a variety of belts and hoses, and complete assemblies such as removing old engines and replacing them with new engines.
Incumbent adjusts brakes, transmission linkages, engine idle, voltage and current control valves, sensing valves, expansion valves, and pressure regulator valves using a variety of test equipment.
Cleans or replaces filters, screens, battery cables and clamps, engine components, and heating and cooling devices.
Services and checks air conditioning systems including purging and recharging systems, flush radiators and replace anti-freeze solutions.
Requisitions needed parts and supplies necessary to repair and maintain fleet vehicles and equipment.
The incumbent on a regular and recurring basis leads three or more advanced students in the maintenance and repair of the Center fleet vehicles and equipment.
In coordination with the Work Programs Officer (WPO), Assistant Works Program Officer (AWPO), or other Training Instructors, the incumbent implements a flexible on-the-job and classroom training instruction program, utilizing specific Automotive Service and Repair TAR (training achievement record) competencies and on-the-job training to instruct students ages 16 through 24.
Incumbent implements, monitors, and explains proper technical and trade techniques and procedures, methods, and processes such as safety procedures involving cleaning, reinstalling or replacing defective parts of components and systems, using a variety of testing equipment to check, repair, make settings and adjustments.
Instructs students in the use of shop machinery and lift equipment, and develops student knowledge and skill in the use of various automotive repair parts manuals, proper use of mechanical hand tools, and understanding accepted automotive shop practices, as well as practical application of theories, and concepts taught by the Training Instructor.
Incumbent plans the training sessions, obtains textbooks and educational materials for use in the classroom, conducts the sessions, evaluates the students' progress and advises and counsels individual enrollees.
Additionally, the incumbent provides vocational, education, and personal counseling as related to practical, on-the-job experience and reports back to the Vocational Instructor on each student's progress and any issues or concerns that may arise.
This on-the-job training enables students graduating from the Automotive Service and Repair Program higher level skills that lead to employment in Automotive Service vocations.
Incumbent drives students to and from vocational areas, which may be separate from the main campus, during inclement weather.
The incumbent may also be required to operate a truck towing a trailer to tow such equipment as a man-lift or tractor.
May perform duties as a substitute training leader in the event of the absence of the Automotive Service instructor or other construction trade instructor.
Performs other duties as assigned.
Skill and Knowledge Knowledge of various techniques for removing, replacing, cleaning, and installing a variety of parts, components, and automotive accessories.
Basic understanding of electricity and hydraulics, and the skill needed to make adjustments and settings, such as performing engine tune-ups, setting engine timing according to specifications, and adjusting brakes and power steering mechanisms.
Basic understanding of on-board computer diagnostic systems and other test equipment, and the ability to test automotive computer control systems and emission systems.
Skill to use a variety of test equipment, mechanic hand tools, power equipment and gauges.
Ability to read and interpret parts manuals and manufacturers' repair manuals.
Knowledge of safety and health standards (in particular those pertinent to automotive shop hazards) in order to apply Job Corps safety requirements to the work environment.
Skill in organizing and conducting safety meetings and providing basic safety training.
Practical knowledge of the principles and techniques of instruction and training.
Practical knowledge of imaginative approaches in adapting materials to the students' needs and idiosyncrasies, resulting in maximum benefits for them.
Practical knowledge of guidance and counseling techniques in order to use them in individual or group sessions with students regarding their educational, vocational and personal goals and personal-social problems.
Knowledge of and utilization of various Job Corps related databases and software in order to perform and process work assignments.
Responsibility Incumbent works under the supervision of the Work Programs Officer (WPO) and/or Assistant Works Program Officer (AWPO), and in coordination with the Training Instructor.
The WPO establishes routine and project specific objectives and assists in establishing priorities.
Incumbent performs routine and preventative maintenance and repairs on Center fleet vehicles and equipment.
Work is reviewed on the basis of results achieved and quality of completed work.
New or unusual assignments are discussed with supervisor.
Incumbent operates a variety of tools, equipment, and machinery in the conduct of work duties.
A high degree of operational skill and care is required to prevent damage to tools, equipment and machinery and to prevent injury to government property and other persons.
The work requires making many decisions concerning such things as the interpreting of information, planning of the work, refining the methods and techniques to be used.
Incumbent tailors the instructional program to individual cases, gauging and adapting it to the differences in ability, background and interests of each student.
The WPO determines if contract services for vehicle maintenance and/or repair is necessary.
Physical Effort The work requires physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching and lifting of moderately heavy items, climbing ladders and working in restricted space areas.
The work requires physical characteristics and abilities such as above-average agility and dexterity.
Working Conditions Work is performed primarily indoors.
Daily work activities may expose the employee to dust, grease, soiling of clothing and skin surfaces, noise vibration, gases and fumes, and slippery surfaces.
Potential for burns, chemical irritations, shocks, bruises, cuts, and strains requires adherence to prescribed safety practices and use of safety equipment such as safety shoes and glasses, gloves, respirators, etc.
