44/Regular/Full-Time The incumbent works closely with BIA, Tribal Forestry, and other Natural Resource staff on a wide variety of projects dealing with Fire and Fuels Management.
Projects are of a highly technical nature and require coordination with various Forestry personnel and other natural resource disciplines.
Incumbent serves as an agency staff specialist in wildland fire suppression.
Other duties may include planning, directing, and providing operational oversight for Fuels Management projects.
Examples of Work Performed: Will assist the Fire Management Officer (FMO) and AFMO Logistics in planning, developing, implementing, coordinating, and evaluating an integrated fire management program to achieve resource management objectives.
May serve as fire duty officer and FMO in the absence of the FMO.
Coordinate and initiate all fire management activities based on firefighter and public safety, cost effectiveness, and values to be protected consistent with resource objectives, by using the full range of strategic and tactical options as prescribed in the Fire Management Plan.
Maintains safety first of the foundation of all aspects of fire and aviation.
Directs and coordinates subordinate staff in fire prevention, preparedness, detection, wildland fire suppression, resource rehabilitation, and mobilization.
Provides general assistance of prescribed burning operations to ensure that tribal goals and objectives are being achieved.
Will be responsible for managing subordinates time by using the iSolved program.
Helps develop annual operating plans, selects, modifies, and devises procedures to cover operations.
Helps develop and, as necessary, prepares revisions to all sections of the Fire Management Plan pertaining to wildland fire suppression.
Assigns, directs, and reviews the work of subordinate staff.
Establishes training and development plans for employees.
Recommends selections, promotions, status changes, awards, disciplinary actions, and separations.
Plans, schedules, and coordinates work operations.
Monitors fire season severity predictions, fire behavior and fire activity level and takes appropriate action to ensure safe, efficient, and effective operations.
Responsible for rehabilitation programs resulting from fire related activities.
Deals with complex technical problems relating to natural resource use, management conflicts, fire weather, smoke management, fire behavior & computer modeling.
Identifies problems & develops project statements in coordination with a research scientist.
Data obtained through research supports the development of fire plans and strategies.
Is an instructor for fire and aviation related trainings courses on a region-wide basis.
Incorporates & implements basic guidelines within Fire Management including laws such as Indian Forest Management Act, Clean Air Act, Threatened & Endangered Species Act, National Environmental Protection Act, Historic Preservation Act, and Agency regulations, directives, Natural Resource Management Plan & Fire Management Plan.
Personal contacts are maintained with Tribal & Bureau employees as well as staff outside the organization.
Maintains routine contact with regional and local fire management personnel.
Knowledge, Skills and Abilities: Knowledge of policies, techniques, and practices of wildland firefighting.
Knowledge of computers, GPS/GIS instruments and programs, and 2-way radio practices.
Knowledge of the scientific principles of natural resource management, ecology, or biological science as directly applicable to wildland fire science.
Knowledge of the effects of fire on natural resources.
Knowledge of fire ecology principles as they would apply to local fuel & vegetation types, fire research methods & procedures, fire weather, and fire behavior.
Knowledge of planning and implementing techniques, principles, limitations, and uses of prescribed burn operations.
Knowledge of Dept of Interior & BIA manuals regarding fire and aviation policy and procedures.
Knowledge of neighboring agencies and state land management policies and procedures.
Knowledge of requirements imposed by tribal & federal legislation and regulations such as NEPA, Endangered Species Act, Clean Air Act, Indian Forest Management Act, Historic Preservation Act, and Yakama Reservation Fire Management Plan.
Knowledge of the effects of fire and fire suppression techniques on the Tribe's natural and cultural resources, as well related social, political, and economic values.
Knowledge of wildland fire strategies and tactics.
Knowledge and skill to develop budgets, computerize and establish agency wildland fire management and administrative practices.
Ability to integrate programs and practices with agencies adjacent to the Yakama Reservation.
Knowledge of Tribal and BIA wildland fire management policies and procedures.
Detailed knowledge of the methods and procedures associated with wildland fire suppression and management to resolve a full range of irregular or problem situations when suppressing fires.
Ability to communicate with the public, other crews, overhead, and fire staff either by oral or written communications to effectively interact with people at all levels, internal and external to the organization.
Knowledge of agency and interagency qualifications, position task book requirements, and certification standards and procedures adopted by the National Wildfire Coordinating Group (NWCG).

Minimum Requirements: Requires a Bachelor of Science degree in Forestry or closely related field.
Must provide a copy of college diploma and college transcripts with applications AND, five years progressively responsible forestry work AND five years wildland firefighting experience.
OR, five years wildfire experience and 24 semester hours of college course in natural resources or a forestry certificate or an advanced silviculture certificate may be considered in lieu of a college degree.
OR, five years of forestry related work AND five years wildland firefighting experience.
Must provide written response to Knowledge, Skills, and Abilities as outlined on the Job Announcement or Position Description.
Must be physically and mentally capable & willing to endure extended periods of work under a wide variety of environmental conditions.
Must be in good physical condition.
Able to ascend and descend steep topography through rough forest terrain.
Maintains at a minimum, Strike Team Leader (STEN), Incident Commander Type 4 (ICT4); and Task Force Leader (TFLD) qualifications.
Subject to medical examination.
Able to pass the National Wildfire Coordinating Group National Standard Fitness Test for arduous work level.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Required to pass a pre-employment drug test.
