Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state.
In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity WSDOT is currently seeking a Transportation Engineer 3 in our South-Central Region.
The Office Engineer is responsible for contract administration management including documentation and approval of contract payments for one or more major highway projects.
This position supports the mission of the organization by ensuring contract requirements, documentation, materials, workmanship, payments, and schedules are managed so the agency is following federal and state requirements in the construction of safe, reliable, and cost-effective transportation options.
This position also ensures the mentoring and development of employees is occurring to strengthen the WSDOT workforce.
What to Expect Among the varied range of responsibilities held within this role, you will: Assure contract payments and materials documentation are accurate and complete.
Coordinate and communicates with Contractor office and field staff, Project Office field staff, other WSDOT Project Office staff, regional staff, and WSDOT Headquarters staff.
Oversee contract administration and compliance requirements related disadvantaged business enterprise (DBE), apprenticeship training, and voluntary goals for minority, small, veteran and women business enterprises (MSVWBE).
Draft and review change orders with supporting documentation.
Prepare written correspondence to public, outside agencies, and internal departments.
Make decisions or recommendations to office and field staff regarding issues not covered by the plans or specifications of state highways.
Prepare weekly project statements and assisted in preparing Prime Contractor Performance Evaluations.
Review and coordinates documentation related to contract closure, such as final records and as-builds.
Schedule and prepares for various meetings or public open houses.
Supervise up to five employees assigning, training, and evaluating engineers, and technicians in contract administration and materials documentation.
Qualifications To be considered for this opportunity, the following are required: One (1) year of experience as a Transportation Engineer 2 or equivalent.
Experience interpreting contract plans and provisions, manuals, and standard specifications.
Experience writing tactful, concise technical and administrative letters.
Experience in mentoring and coaching office staff.
Respond to phone calls, text messages, or e-mails from Supervisors or Subordinates.
Valid Driver’s License.
It is preferred that qualified candidates also have: Experience prioritizing, organizing, and following through with managing changes and deadlines on multiple contracts concurrently.
Experience assessing status of numerous contracts, resolving outstanding issues, and addressing on-going developments.
Experience with Contract Payments.
Experience with Materials Documentation.
Knowledge of Field-Testing procedures.
Important Notes In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
